Otter Tail County is accepting applications for a License Center Manager in the Auditor's Office.This position is responsible for day-to-day operations of the License Center. Provides supervision of License Center Specialists in the Motor Vehicle and Driver License areas in order to provide accurate and efficient services to the public. Provides technical advice and administrative assistance and makes office decisions as needed with little supervision. Gathers, verifies and summarizes data for fiscal and administrative reports.
EXAMPLE OF DUTIES
Ensures that Motor Vehicle and Driver License personnel are properly trained and knowledgeable in all licensing and titling aspects. Cross trains all personnel to handle both processes. Interprets and implements state and county policies. Develops and maintains spreadsheets of daily deposits for each process. Assembles customer counts and plates/stickers that have been sold each month. Oversees the maintenance of license records and file archiving and record retention.Maintains the office inventory and orders supplies when needed.Obtains NSF funds from the respective customer.Conducts annual employee reviews and provides actionable feedbackAttends department meetings and conducts office meetings when needed to provide relevant information to the staff.Processes driver’s license applications, performs eye examinations and takes photos as needed during staff absencesProcesses motor vehicle titles and registrations as needed during staff absences.Ensures that each employee has the correct authorized access from the State of Minnesota.Ascertains all legal documents that pertain to motor vehicle and driver licensesOversees the daily operations of the DNR process and balances a daily/weekly report.Develops and implements new procedures for the office as needed.Maintains confidentiality with regards to private data.Performs other duties as assigned.May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.Otter Tail County leaders exhibit the core values of integrity, respect, positivity, growth, and innovation.
MINIMUM QUALIFICATIONS
Associate's degree in business administration, office or administrative supportThree to five years related experienceUpon hire, ability to become certified and bonded with the State of Minnesota as required to complete the necessary licensing tasksValid Driver’s License
SUPPLEMENTAL INFORMATION
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2022 starting hourly salary for this position is $54,080 annually depending on qualifications, with career advancement to $81,120.The selection process will include an online employment application and supplemental questionnaire. Semi-finalists will be invited to interview. Prior to hire, finalists will be required to pass a background investigation. A standard six month probationary period applies. Please note: This position is considered a safety-sensitive position due to the essential job duties in accordance with Minn. Stat. §181.950, Subd. 13. Safety-sensitive employees are subject to pre-employment drug testing and random drug and alcohol testing. In addition, all employees are subject to drug and alcohol testing upon reasonable suspicion/cause, return-to-duty, follow-up, and post-accident.
