Subcontract Specialist

Overview:
Tech2 Solutions (T2S) is a critical subcontractor on the N3B Los Alamos LLC team and will be providing program management and technical support of the watershed monitoring and technical services program at the U.S. Department of Energy’s Los Alamos National Laboratory.
T2S is a full-service engineering and environmental consulting company with a worldwide reach in the areas of environmental monitoring and remediation, national security, systems engineering, data management and analytics for both federal and commercial customers.

Job Summary:
The Subcontract Specialist will support the procurement and subcontracting needs of our Los Alamos Legacy Cleanup Contract work, with the potential to support other projects.

This role can be located in Los Alamos, NM area or Richland, WA area.

Duties/Responsibilities:
  • Prepare and issue competitive and non-competitive solicitations.
  • Prepare award determination memos.
  • Prepare request for consent packages.
  • Prepare and award purchase orders and subcontracts for services, materials, supplies and equipment within their delegated purchasing authority.
  • Analyze price or cost to determine if the selected supplier is offering a fair and reasonable price
  • Determine supplier responsiveness to the solicitation.
  • Determine if the supplier is responsible.
  • Negotiate price and terms and conditions.
  • Maintain complete and compliant procurement files.
  • Review subcontractor invoices.
  • Perform small business outreach.
  • Ensure purchasing activities are in accordance with applicable federal regulations or client requirements.
  • Ensure client flow down requirements are properly included in purchase orders and subcontracts.
  • Performs other duties as assigned.
Required Skills/Abilities:
  • Working knowledge of different contract types (i.e. firm fixed price, fixed unit price, labor hour, time & material, cost reimbursement), and the Federal Acquisition Regulations, is required.
  • Experience with Microsoft Word, Excel (formulas) and SharePoint is required.
  • Oracle experience is preferred, but not required.
  • Excellent written and oral communication skills are required.
  • Experience soliciting, awarding, and managing construction subcontracts is preferred, but not required.
  • Must have a valid driver license and be able to pass the company DMV check to be a qualified driver of corporate/rental vehicles.
  • Must pass a pre-employment drug test in compliance with state regulations.
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to function well in a high-paced and at times stressful environment.
  • Proficient with Microsoft Office Suite or related software.
Education and Experience:
  • Prefer a bachelor’s degree with a focus in Business. Experience can be substituted.
  • 5 years of subcontract administration experience.
