Job Duties
General Description: The Policy Analyst reports to the Joint Medicaid Oversight Committee (JMOC) Executive Director and assists the director with policy/research tasks to support the work of JMOC and the JMOC members.
Qualifications
Qualifications

The qualified candidate will have at least a Bachelor’s degree from an accredited institution or relevant experience of at least five years, with a Master's degree or higher being preferred. Experience in the executive or legislative branches of Ohio government and knowledge of Ohio’s Medicaid program is preferred.


Knowledge, Skills, and Abilities


  • Strong communication skills including excellent writing, verbal, and interpersonal skills;
  • Strong algebra, Excel, and quantitative analysis skills;
  • Knowledge of Medicaid program, legislative process, including state budget; and
  • Understanding of the current political and policy environment.

Primary Responsibilities

  • Conducts research on the Medicaid program and health care system in areas of interest to JMOC and develop policy options and recommendations for JMOC members;
  • Works with JMOC’s contracted actuary to prepare a statutorily required report which establishes an actuarially sound projection of per capita spending in the Medicaid program;
  • Produces written policy papers and presentations to inform and support the work of JMOC;
  • Attends meetings with JMOC members and stakeholders;
  • Participates in General Assembly member and staff education on health care and Medicaid;
  • Provides administrative support to the JMOC director including maintaining office files, office schedule, orders and maintains JMOC office supplies, maintains office inventory records;
  • Provides assistance with JMOC meetings including scheduling, distributing meeting notices, reserving meeting room and equipment, and ensuring members have meeting materials; and
  • Maintains JMOC website.
