Maintenance - Assistant Manager of Facilities Job at Upper Darby School District
MAJOR FUNCTION:
The Mission of Facilities Management and Operations is to provide a Safe, Clean, and Comfortable Learning Environment to all students in the Upper Darby School District. This position will perform day-to-day duties to deliver the mission of the Department.

- Recruitment of New Employees: Post job announcements, review candidates, perform interviews, and make recommendations for new employees.
- Retention of Existing Employees: Continuously engage with existing employees and provide the necessary support to existing employees to raise morale and retain employees.
- Employee Performance: Establish a performance goal for each employee or each job classification and provide a review of employee performances. Provide support to employees to improve performance. Complete an annual evaluation of employees under supervision.
- Professional Development: Develop and provide professional development to all Facilities management and Operations employees to encourage safe, effective, and efficient working habits. Provide technical knowledge to employees so they can confidently perform their jobs. Provide professional development for individual
employees, if necessary.
- Building and Job Coverage: Plan ahead and ensure building and job coverage at all times.
- Support all Facilities Management Staff: Have a servant leadership mindset and understand that the primary responsibility of the management staff is to provide the required support to field/school-based employees for their success.
- Liaise Between Employees and Stakeholders: Serve as a liaison between Facilities management employees in all five (5) units and various stakeholders to ensure employees and all stakeholders are well informed of relevant information.
- Collective Bargaining Agreements: Review and implement applicable Collective Bargaining Agreements.
[Business Processes]
- Work Order Management: Ensure ALL employee hours, supplies, and equipment are accounted for by using the District’s work order management system, including emergency work, which must be documented retroactively. Establish service level agreements within the Department to ensure timely services.
- Supplies and Equipment Acquisition: Develop, establish, and maintain the supplies and equipment acquisition processes that follow the District’s requisition protocols. The processes must be designed in a way that provides maximum support to the school/field-based staff and minimizes the administrative lead time.
- Review the “burn rate” of commonly used supplies and establish school-based “Min and Max” levels in the work order management system to provide supplies and equipment in the most efficient manner. Engage with vendor communities to broaden the vendor network.
- Contracting: Identify the needs, develop the scope of services, evaluate proposals, negotiate terms and conditions and manage all contracts in the Facilities Management and Operations Department.
- Requisitioning: Follow the District’s requisitioning guidelines and Departmental vendor engagement procedures to provide equitable opportunities to all qualified vendors that desire to work with the District. Ensure all supporting documentation is obtained and saved for audit purposes. Always assign vendors that provide the best value for the District.
- Communication: Ensure staff members in all five (5) divisions (Cleaning, Custodial, Capital, Grounds, and Maintenance), schools, contractors, and administration are always aware of relevant events in the District. Frequent communication with all appropriate stakeholders is required for this position.
- Follow all relevant School Board Policies and Administrative Regulations
[Reporting]
- Mandatory Inspections, Reportings, and Testings: Perform all State, County, Township, and School District mandated inspections, reporting, and testings within deadlines. The mandated inspections, reporting, and testings include but are not limited to: annual water testing, stage rigging, stage curtain flame testing, interior and
exterior bleachers inspections, elevator inspection, chair lift inspection, boiler relief valves testing, boiler inspection, underground storage tank inspections, AHERA (Asbestos Hazard Emergency Response Act), and, IPM (Integrated Pest Management) Notifications.
- Managerial Reporting: Produce recurring and non-recurring managerial reporting on work order status, overtime spending, materials spending, contracted services spending, project status report, or any other report required by the administrative supervisors.
- Quality of Reports: Ensure all reports are completed in an accurate, complete, and timely manner.
- School Board Meeting: Present findings of various initiatives in the School Board Meetings or Finance and Operations Committee Meetings

- Payroll: Review employee time and attendance, approve or deny leave requests, resolve any payroll-related issues
- Overtime: Ensure overtime is distributed to all eligible and willing employees in an equitable and fiscally responsible manner and in accordance with applicable Collective Bargaining Agreements. Review overtime budget and expenditures on a regular basis.
- Budget Mangaement: Develop, review, and execute budgets in the general fund, grant revenue fund, or capital funds. All proper District guidelines must be followed to expend District funds.
Perform other duties and responsibilities as required.

Pay: $70,000.00 - $80,000.00 per year
