Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
Conducts and applies research, statistical analyses and scientific methodologies in support of corporate programs and
competitive insight projects designed to improve service, performance and add value for our customers.
DUTIES AND RESPONSIBILITIES
1. Develops queries and extracts and compiles data from various databases for use in reporting and analysis.
2. Analyzes the operational performance of all functions of the network, including performance and productivity data, error
rates and their root causes.
3. Develops, analyzes and manages tracking studies to identify trends that support market insights and opportunities.
4. Utilizes geographic information software systems and algorithms to explain or predict customer behavior, identify trends
and anomalies for improved service and performance.
5. Supports data driven competitive landscape initiatives through research and analysis.
6. Utilizes systems theory perspectives to address project scopes that have multiple inputs and moving parts and effectively
determining those boundaries for designing and implementing highly effective operations based efficiencies.
7. Researches and recommends technology enhancements to improve and streamline operational processes and services in
support of strategic initiatives.
8. Identifies potential impact areas to existing downstream functionality communicating risks when appropriate while
researching and analyzing process improvements and changes.
9. Uses data analysis to drive and develop recommendations. Creates and delivers reports and presentations for key
stakeholder and executive review.

1. Ability to utilize skill using various statistical software packages such as SPSS or SAS sufficient to manipulate data and
conduct data analysis.
2. Ability to communicate orally and in writing to deliver briefings and present complex data in visual, understandable, and
compelling ways
3. Ability to collect and analyze data, test hypotheses, evaluates and presents results providing fact-based solution strategies
for key business issues.
4. Ability to troubleshoot and resolve data discrepancies ensuring data quality.
5. Ability to analyze operational, financial and marketing metrics to identify cause and effect relationships.
6. EDUCATION REQUIREMENT: Possession of a bachelor's or graduate degree from an accredited college or university in
Data Science, Business Analytics, Information Systems, Engineering, Mathematics, Marketing, Informatics, Physics,
Statistics, Computer Science or other field which required focused coursework in data analytics and/or scientific
methodologies.
7. Skill using word processing, spreadsheet and presentation software to create documents, reports and presentations.
8. Knowledge of programming and data software packages such as SQL, Visual Basic, Python, and ArcGIS for use in the
data analysis of identifying patterns, creating dashboards, developing predictive models, data blending, operational testing,
and forecasting.
