The Seventh Judicial District is seeking a Court Operations Leadworker to fill a vacant position in the Court Administration office in Otter Tail County, Fergus Falls, MN. Otter Tail County Court Administration has fifteen staff members and there are three chambered judges. This position is being posted as an internal promotional opportunity available to current Judicial Branch Employees.
This is highly advanced clerical case processing and lead work in the Minnesota State Court System. Work involves functioning as a lead worker for the civil, family, probate, and child protection teams in Otter Tail and Wadena Counties. The leadworker performs a wide variety of complex case processing, training and operational support responsibilities for the unit. The successful applicant will work closely with all judges and stakeholders regarding the courts calendar. Provides back up and may perform some of the same duties as lower level classifications as needed.
This position is highly detailed-oriented and requires the application of sound, quick, independent judgment. This position also requires the ability to effectively manage competing demands simultaneously; possess competent technical skills, excellent communication, organizational and problem solving skills; keen attention to detail; ability to effectively train others; read and comprehend applicable rules, laws, policies and procedures.
Work requires the use of independent judgement, applications of specialized clerical knowledge and comprehensive understand of court operations and procedures. The classification is distinguished from the Court Operations Associate class by formal assignment of work direction responsibility for a work section or unit. Work is performed under the general supervision of a Court Operations Supervisor or Court Administrator and is reviewed through conferences, reports and results obtained.

Provides work direction to a group of staff within an assigned division, section, or unit of the court, which may include: reviewing court clerical and/or financial work for accuracy and compliance; answering case-related and procedural questions; scheduling assignments; coordinating workflow and monitoring workload and coverage within the unit; drafting procedural guidance and training manuals; providing training, feedback and coaching on use of computer systems, case processing, and court procedures; preparing agendas for and facilitating team meetings; informing management of work progress, personnel issues and backlogs; and assisting staff in meeting performance standards.
Transmits information between the Court Operations Supervisor and unit staff and oversees the unit in the supervisor's absence.
Serves as first contact for troubleshooting problems and assists staff with the more complex or challenging case processing, financial work and customer service responsibilities at the counter and on the telephone.
Performs advanced clerical work manually and electronically, on the MN Court Information System (MNCIS) and related computer systems (e.g., CAMPER, e-charging system, county databases, imaging systems, the OFP database, the DVS interface, efiling system and others as needed).
Performs additional court clerical duties that may include making deposits and other financial activities, generating operational reports and initiating corrective actions, and preparing statistical and financial reports as required in area of assignment.
Must Have Minimum Qualifications
- Graduation from high school or vocational school.
- Two or more years of experience as a Court Operations Associate or equivalent experience.
- Extensive knowledge of current court policies, procedures, processes and terminology.
- Considerable knowledge of appropriate procedures for processing a variety of legal
documents and for proper record imaging, maintenance, and retention. - Considerable knowledge of court procedures and policies, laws, legal terminology and legal factors pertaining to the court.
- Knowledge of the organization, operation, function, and jurisdiction of the court.
- Knowledge of electronic case management system and related applications.
- Knowledge of basic arithmetic.
- Knowledge of modern office practices and procedures.
- Knowledge of customer service practices.
- Considerable skill in problem solving including consulting various resources, analyzing varying situations and circumstances, and determining the best solution with limited, conflicting, or no guidance.
- Skill in the operation of a personal computer, including electronic case management system and related applications and equipment.
- Ability to coordinate and provide training and guidance for the daily work of other employees engaged in a variety of court operations activities.
- Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws, statutes, and rules related to the area of assignment.
- Ability to maintain an accurate record filing system.
- Ability to understand and follow oral and written instructions.
- Ability to handle sensitive and confidential matters and files appropriately and in compliance with all applicable court rules, policies, and statutes.
- Ability to communicate effectively, both orally and in writing.
- Ability interpret, and apply rules, statutes, laws, policies, and procedures in area of
assignment. - Ability to prioritize work in a fast-paced environment while maintain composure and
professionalism - Ability to establish and maintain effective working relationships with others within and
outside of the Judicial Branch.
