Montgomery Local Democracy Fellowship
City Corps is excited to pilot the Local Democracy Fellows (LDF) program to provide local talent with the opportunity to work in high-impact, democracy-focused roles within city government. Fellows partner with City leadership to strengthen civic participation, to provide technical assistance, and to build asset-based plans for civic engagement. We recognize that Cities are addressing immediate and urgent needs and have limited resources (time, funding, staff) to dedicate towards civic participation efforts. The Montgomery Democracy Fellow will provide the capacity to innovate, help with removing barriers to civic participation, and serve as connectors to elevate novel approaches within communities. Through local collaboration, the Montgomery Democracy Fellow works to bring together local champions to execute on ideas.
Powered by City Corps, the City of Montgomery, Alabama is looking to host a highly-qualified and skilled Montgomery Democracy Fellow to build a locally-driven democracy plan in their community. The Democracy Fellow will work at the local level while embedded with a network of peers addressing similar challenges in Baltimore and Atlanta enabling innovation to diffuse quickly across cities and establishing a powerful network pushing for full participation in a diverse range of American communities.
Some examples of Fellows working with cities might include the following:
- City Council / Mayoral Leadership: Working with Mayors and City Council Members as they play a key role in generating enthusiasm and setting the tone for the city’s civic participation efforts.
- City Agency Engagement: Cities can evaluate the ways in which city agencies interact with residents and maximize opportunities to ensure eligible voters are registered and know when and how they can vote by incorporating voting information into regular transactions with city government.
- Communications Campaign: City government is well-positioned to lead on social media communications campaigns, to educate residents on the imperative of voting, explain key deadlines and dates, and clarify where and how to register and vote.
- External Partnerships: Mayors are uniquely suited to enlist key employers, education institutions, civic leaders and advocates to join a city-wide effort around voting including nonprofits, public schools, colleges, corporations, sports teams and local influencers.
JOB DESCRIPTION
We are seeking skilled project managers with experience effectively working in community with local citizens, influencers and leaders to strengthen civic participation, to lift up innovative solutions, and to help remove barriers to implementation. Local Democracy Fellows (LDF) will work in partnership with city government to provide coordination and technical assistance among city government, community organizations and citizens while supporting with building a long-term plan to increase citizen engagement. Fellows will bring a strong commitment to democracy, an asset-based mindset, a deep understanding of local civic process, and a get-things-done attitude. Fellows will serve as relationship builders and connectors, helping to communicate and promote innovative ideas in support of strengthening democracy at the local level.
Fellows will support local civic engagement while participating in a learning cohort of LDFs placed in one of three cities: Atlanta, Baltimore, Montgomery. LDFs will share ideas and innovations and build best practices to guide planning, implementing, and evaluating programs and interventions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Data Collection, Analysis and Evaluate
- Collect and summarize efforts from 2022 civic engagement plan
- Drive an effort to best capture a description of what work occurred, the results, and lessons and recommendations for following years, including:
- Mayoral leadership / use of convening power and bully pulpit
- City agency engagement (including public schools)
- Communications campaign
- Voting festivals
- External partnerships (with colleges / universities, businesses, community leaders, and relevant local organizations)
- Voting Trends in Montgomery County (Local, State, National) over past elections
- Share these lessons with key stakeholders to ensure learnings are widespread.
Strategy Design & Planning
- Begin crafting plans for future cycles building on the lessons of 2022.
- Engage and convene key stakeholders early and regularly to inform planning and implementation outcomes
- Explore high-leverage paths to using the power of the city to engage the public in democracy and governance.
- Launch at least one critical initiative with buy-in from internal and external stakeholders.
Develop Government Capacity Landscape Analysis
- Assess capacity needs across city agencies, with the goal of identifying future placement needs/opportunities for Fellows.
- Prepare a comprehensive report for City to inform future planning and partnership opportunities
- As needed, help scope future fellow positions and job descriptions.
Support with Department-level Initiatives
- Planning of a Comprehensive Voter’s Education and Registration Education planning Campaign to be implemented for the 60th Anniversary of Selma to Montgomery Voter Rights March to the State Capitol.
- Assistance in data collection for City’s National Parks Service Grant award for the study of the Peacock Tract Community in Montgomery, AL impacted by Interstates 65 and 85 for retaliation of the Selma to Montgomery Voting Rights March
- Assistance in research and preparation of other NPS and other grants and initiatives related to Civil Rights, Voting Rights and other Community Initiatives.
REQUIRED QUALIFICATIONS
- Excellent oral and written communication skills with ability to compose clear, concise and direct emails, memos and project plans to a wide range of stakeholders
- Proven project management experience with effective prioritization and self-management skills
- Demonstrated commitment to democracy and voting
- Ability to navigate large, complicated organizations
- Ability to authentically connect and engage multiple stakeholders with varying priorities
- Ability to transform ideas into practical solutions while adapting to changes
- Desire and commitment to participate in an active learning cohort with Local Democracy Fellows to share ideas, learnings and research to support local planning and execution
PREFERRED QUALIFICATIONS
- Understanding of local government and key influencers
- Experience with program design and analysis
- Connection or lived experience in the City
This role will be in person based on each City’s safety protocols.

TIMELINE AND COMPENSATION
- Fellows serve for one-year starting in Winter 2022/2023
- Salary ranging from $70,000 - $80,000, depending on experience
