City Clerk Job at City of Seattle
The City of Seattle is seeking an experienced, strategic, collaborative leader for the position of City Clerk in the Office of the City Clerk, a division of the Legislative Department. The ideal candidate will value transparency, bring enthusiasm to their work, and provide leadership and guidance over vital legislative, operational, and administrative processes while embracing the City’s Race and Social Justice Initiative (RSJI) in their interactions with others and their everyday decision-making.
A sworn public officer appointed by the City Council, the City Clerk is an executive-level position that leads one of the four divisions within the Legislative Department and serves in various official capacities on behalf of the City of Seattle and the City Council, carrying out mandates at the local, state, and federal levels. The City Clerk works closely with each member of the City Council and leaders within the Legislative Department, and routinely interacts with leaders in other City departments. The successful candidate in this position will play a vital role in overseeing activities and operations that have a Citywide legislative and policy impact as well as in managing a 28-member multi-disciplined team that engages in the following Citywide programs and department-specific service areas:
Legislative Process/ Agenda Management, which ensures timely access to the legislative process and full compliance with state and local laws and policies.- City Clerk Information Services Unit, which assists City staff and constituents with research on a variety of requests, ranging from current legislation to history of City policy, and more.
- Seattle Municipal Archives, which supports the goals of the City of Seattle by identifying, describing, preserving, and making accessible archival records.
- City Records Management Program, which provides leadership and direction to City Departments in effectively and efficiently managing public records in accordance with records management laws and regulation.
- Seattle Boards & Commissions Administration, which provides essential training for all Boards & Commission members, who help influence decisions affecting the City.
- Legislative Department (LEG) Operations, which provides administrative, operational, and facility support to LEG staff.
- LEG Public Disclosure, which responds to all requests for public records in LEG under the Revised Code of Washington Chapter 42.56.
- LEG Information Technology, which provides comprehensive support and assistance for all LEG technology needs.
As a division, the Office of the City Clerk (OCC) serves as a public information hub for legislative processes, legislation research, and vital agency information and records. The mission of the OCC is to foster civic education, participation, and openness in Seattle city government through effective facilitation of the legislative process and transparent, accountable stewardship of public information and official records. The OCC aims to provide consistent high-level services which promote and strengthen a world-class government, building on the interdisciplinary strengths of the public office and the City.

Statutory Duties and Legislative Processes
Serve as custodian of official City records and public documents; perform certification and recording for the City as required on legal documents and other records requiring such certification; seal and attest by signature City ordinances, resolutions, contracts, easements, deeds, bonds, or other documents requiring attestation or certification.- Attend and oversee regular and special city council meetings; coordinate and support closed executive sessions; oversee the accurate recording of the proceedings and preparation of the official minute record; distribute information and required notifications.
- Acts as filing officer for required filings; catalogue and file city records; collaborate with the Law Department in the codification and accessibility of an up-to-date Municipal Code.
- Coordinate the conduct of municipal elections with King County Elections and the Seattle Ethics & Elections Commission, both regular and special; manage the receipt and processing of petitions relating to initiatives, referendums, and charter amendments; act as filing officer for local campaign finance reports.
- Perform the full scope of duties as set forth in the Revised Code of Washington, the Washington Administrative Code, the Seattle Municipal Code, and the Seattle City Charter.
- Lead, manage, supervise, and coordinate the multi-faceted work of the OCC’s 28-member managerial and administrative staff.
- Manage training and professional development of staff; set performance standards, monitor, and evaluate the quality and timeliness of work products; and conduct annual performance evaluations.
- Establish and develop department goals, objectives, policies, and priorities; develop policies and procedures required for effective development and implementation in support of the mission, vision, and goals of the OCC.
- Develop and manage the division budget and identify resource needs.
- Support staff in effective problem-solving through active listening, team-building and collaboration.
- Coordinate internal policy and program direction in collaboration with the Legislative Department leadership team.
- Assist City departments, elected officials, local, state and federal agencies, and the public with the research of local laws, regulations, City policies and rules.
- Respond to and resolve complex public inquiries and/or complaints that cannot be resolved at lower position levels.
- Plan and execute pre-and post-election transition for departing/incoming Councilmembers and staff.
- Prioritize and maintain clear, open, and transparent communication with Councilmembers, Council staff, other City stakeholders, and Legislative Department colleagues.
- Establish and maintain open, cooperative, and effective working relationships with staff, other Legislative Department employees, elected officials, representatives of other entities, and the public.
You will need to possess the following required qualifications (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class):
Bachelor’s Degree in Business Administration, Public Administration, or related field.- Five years of experience as a City Clerk or Deputy City Clerk.
- Five years of leadership experience in local government; management and supervisory experience; and systems administration, project management, and budget administration.
- Professional Certification as a Master Municipal Clerk from the International Institute Municipal Clerks (IIMC).
- Effective use of Microsoft Office Suite.
- Local government administration, services, and functions of a City Clerk's Office, including management of legislative standards, processes, and City Council proceedings.
- Principles of open government and sunshine laws, including knowledge of the Washington State Public Records Act, the Open Public Meetings Act, General Rules and Procedures of the Seattle City Council.
- Knowledge of federal, state, and local election law.
- Familiarity with public sector employment rules and policies.
- Demonstrate flexibility, strategic thinking and creative problem solving.
- Communicate effectively, persuasively, and credibly with a wide range of audiences.
- Exercise executive-level discretion and decision-making in a fast-paced environment.
- Establish and maintain effective working relationships with the public, a diverse City staff, elected and appointed officials, department directors, partner agencies, union representatives, and other stakeholders.
- Demonstrate excellent grammar, verbal, written, and interpersonal communication skills.
- Lead effectively by example, inspire staff, and promote teamwork.
- Apply a race and social justice lens to affect change in procedure, operations, programs, and service delivery.
- Reflect a commitment to creating fair and equitable outcomes.

This position is classified as an Executive Manager-Legislative and is exempt from the Civil Service System. This position reports to the City Council President.
Work Environment/ Physical Demands
The Legislative Department is located at Seattle City Hall: 600 Fourth Ave. 3rd Floor, Seattle, WA. Alternative Work Arrangements, including remote work, may be considered, and will be based on operational needs.
