ABOUT THE DEPARTMENT

The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.

COLORADO BUREAU OF INVESTIGATION

The Colorado Bureau of Investigation (CBI) provides law enforcement services to local, state, and federal law enforcement and government agencies, including managing statewide criminal justice information, assisting with criminal investigations on request, conducting criminal and civil background checks, and operating an internationally-accredited forensic laboratory system. The units described below perform these functions:

    Crime Information Management Unit - provides support services and ensures security regulations are met by users of Colorado criminal justice information to uphold and enforce the FBI standards, and operates an information system at an over 99 percent availability rate for local, state, and federal criminal justice agencies enabling them to exchange timely, accurate, and complete information.

    Forensic Services - provides forensic investigative assistance to law enforcement agencies, including DNA casework, latent print analysis, firearm and toolmark analysis, drug chemistry analysis, serology analysis, trace evidence analysis, digital analysis, DNA database management, and toxicology analysis.

    Office of Professional Standards - develops national accreditation standards for the CBI, standardizes policies and training, conducts review and investigates complaints and allegations of misconduct, and reports on CBI statistics and inspections.

    The primary mission of the Colorado Bureau of Investigation (CBI) - Investigations Section - is to respond to requests from Sheriffs, Police Chiefs, District Attorneys, other state agencies, and the Governor on a 24-hour basis to assist in the detection, investigation, and enforcement of Colorado criminal laws. The CBI also has the original jurisdiction and responsibility to apprehend fugitives and to conduct criminal investigations relating to violations of the “Colorado Organized Crime Control Act” that cross jurisdictional bounds.

    Morpho Biometrics Unit - serves as the state repository for criminal history information, including fingerprint data.

    Instant Criminal Background Check Unit - serves as the state point of contact for background checks on firearms purchases and conducts concealed handgun permit background checks for sheriff's offices.

Description of Job

ABOUT WORK UNIT

This work unit exists to fulfill statutory responsibility to provide major crimes investigations, technical and investigative assistance to local and state agencies upon request and has jurisdiction pertaining to Colorado’s Organized Crime Control Act and fugitive apprehension, through cooperation with local, state, and federal agencies.

The work unit also exists to fulfill statutory requirements to provide an effective level of criminal enforcement and intelligence support to illegal drug investigations to include but not limited to fentanyl, heroin, methamphetamine and others.

POSITION DUTIES


This position conducts primarily lengthy complex criminal investigations. As such, CBI Field Agents conduct a wide variety of enforcement actions that expose them to potential use of force situations, including but not limited to, interviews of witnesses and suspects, surveillance operations, fugitive arrests, and the execution of search and arrest warrants. Writes comprehensive specific reports of findings and actions. Effects physical arrests and attends required training when necessary.
Analyzes and corroborates legal and agency documents and records in support of criminal investigations pertaining to complex and organized crime activities.
Writes affidavits, warrants, case filing and subpoenas for presentation to district attorneys, grand juries and trial courts. Gives testimony in court, makes recommendations regarding prosecution to district attorneys, US Attorney's office and the Attorney General's office relating to complex criminal investigations.
Collects, analyzes and disseminates criminal intelligence pertaining to known and suspected offenders by recruiting and supervising informants and gathering information from various sources and through surveillance. Maintains security of classified information. Coordinates communication of information with internal and external law enforcement administrators to shape tactical and strategic public safety decision-making.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited institution in any field and Two years of professional investigative experience with a law enforcement agency


OR

Six years of professional investigative experience with a law enforcement agency.

CONDITIONS OF EMPLOYMENT
  • This position requires unusual shift and travel demands for investigations, training, and court testimony. Requires 24/7 availability to assist with investigations, including weekends and holidays. Work may be conducted anywhere in the State of Colorado.
  • POST certification is required at the time of application, or the ability to reinstate or obtain POST certification prior to appointment.
  • Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, psychological exam, medical physical and an extensive background investigation to include criminal, financial, employment, and driving history. If you have used any illegal drugs in the past three years, or have been convicted of a felony or domestic violence, you will be disqualified and will not be hired for this position.
  • Must be available to respond at any time, day or night. This position requires unusual shift and travel demands for investigations, training and court testimony. On-call 24-hours a day to respond anywhere in the state to assist with criminal investigations
  • Requires a valid Colorado driver's license with no active restraints. This position requires response to criminal investigations and crime scenes anywhere within the state Colorado.
  • Special physical requirements: vision, hearing, minimum upper body strength satisfied through POST skills certification.

  • Knowledge of current state and federal marijuana laws is required.
  • Position handles extremely sensitive intelligence material. Position exercises use-of-force/lethal force decision making.
