Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to assist in the gathering of data. Conducts inquiries that are limited in nature. Interprets procedures and policy to enforce legal operations and execute agency’s goals and objectives. Prepares, collates, and distributes sensitive documents related to administration of Department. Performs other duties and functions which are sensitive in nature including acting as liaison with other agencies and the Governor’s Office related to office matters.
Job Responsibilities
1. Acts as confidential assistant to the Chief Operating Officer.
- Performs sensitive functions related to Department administration and contact with other agencies.
- Serves as liaison with Governor’s Office assisting with inquiries for information.
- Participates in the analysis and implementation of administrative systems and procedures.
- Makes specific recommendations for adjustments and modifications to existing Director’s Office procedures.
- Advises on the feasibility and impact of proposed initiatives, procedures and operations.
2. Analyzes components in the preparation of the office budgetary, administrative and contractual matters.
- Oversees the processing of, and approves, vouchers as directed.
- Maintains and develops appropriation and expenditure controls.
- Assists with confidential planning, developing, implementing and monitoring of various agency programs.
- Gathers, organizes, analyzes and presents data and reports.
- Identifies problematic issues and provides resolution alternatives.
3. Takes notes at agency meetings, which include meeting with various Boards and Commissions the Agency staffs, public health partners, and constituents.
- Discusses policies and procedures with Deputy Directors in order to clarify goals and objectives as well as participate in the study and evaluation of various agency programs to determine effectiveness and establishment of program priorities.

4. Conducts inquiries and writes management reports designed to gather support data to implement greater delivery of a wide range of services related to the Director’s Office.
- Works with Department Ethics Officer.
- Assists in providing status of Department investigations to Director.
- Review documentation for grievances received in the Director’s Office prior to resolution.
- Hears grievances at the first or second level of the grievance process, where no management person is available on site.
- Hears third level grievance hearings.
5. Responds to inquiries from the general public and private sector relating to Public Health programs, policies and procedures.
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in public or business administration.
- Requires two years professional experience in a public or private organization.
Preferred Qualifications
- One year experience with reviewing proposed initiatives and procedures and their possible impacts on a program.
- One year experience maintaining and developing appropriation and expenditure controls for an area.
- One year experience gathering, organizing, analyzing or presenting data and reports.
- One year experience participating in the study and evaluation of various programs to determine effectiveness and establishment of program priorities.
- One year experience responding to inquiries from the general public or private sector relating to Public Health programs, policies and procedure
- One year work experience in software such as Microsoft products including, Word, Excel, PowerPoint.
